I would have said that the main purpose of the line was to be able to shell Donbas civilians to death, meaning that the Ukrainian planned attack on Donbas could always just slaughter civilians if Russia supported LPR/DPR, leading to a quick appeal for peace negotiations.
This explains 3 key points.
1. That Nato could convince themselves there was a potential conflict with Russia which US/ Nato's proxies could possible win (something that no neutral could conceive of before 2022).
