I have a very different view of drugs. I consider alcohol to also be a harmful drug and I am glad to see that Russia's vodka consumption has been falling for decades.
I think of drugs as a sort of disease. We should all be finding out for ourselves by now that there are no such things as "infectious diseases". It is a scam hoisted on populations and doctors for over 100 years. No virus has ever been isolated - let alone proven to cause disease. Look it all up for yourselves on yandex.com. Google hides this stuff.
Efforts by the authorities are almost exclusively directed towards catching the criminals who deal in this trade.
My approach would be different but complimentary. People need to be able to know the drug status of those they deal with. This is especially critical when forming relationships.
The classic scenario is an older male drug-user meeting a younger woman who is quite drug-free. After a while, the drug-user encourages his partner to join him in consuming drugs. Eventually, this woman becomes addicted and she might end up on the slippery slope that leads to prostitution and much else.
If this woman had known the man was a drug addict, she might have preferred to leave him alone. Similarly, if the man knew that dabbling in drugs would lead to no success with women, he would spend his money on other activities.
Many years ago, I registered a patent in the USA for precisely this purpose. It is cheap, it is effective, it is anonymous and ethical. The FDA approved it as a "medical device" to prevent the transmission of HIV. At that time, I was misinformed by the media about the HIV/AIDS scam.

Hope and a positive outlook for the future. It is as simple as that. Now- no doubt credit will be given to this or that enforcement action, but the real answer is that Russian society is improving economically, and more importantly, that improvement is being shared fairly uniformly. In the US, the drug overdose epidemic is often referred to as "deaths of despair". When people are hopeless- living in debt and struggling to earn any money at all, with the knowledge that they will never, ever be able to get any respite, while under constant stress, living with chronic injuries or illness, drug use can become a logical (and I am sorry, but it is logical in this situation) way to escape that stress and pain for a short time- this is the poor person's only available substitute for a vacation or day off- getting high for a few hours is affordable, and a weekend getaway is much more expensive. Many people fail to understand this. Life in the western world for a great many people is utterly hopeless, and this is the main driver of the drug epidemic, as well as most crime- all of this is driven by desperation, just as the crime in the 90's in Russia was. As far as I am concerned, this is the end result of believing in capitalism, and not allowing any alternatives (a mixed economy or a totally different system) to exist.
I thought the Taliban tore up the drug business in Afghanistan. There were even satellite pictures and stuff. I didn't check for 2024, have they backtracked? It seems unlikely, especially since they need all that land for food production.
I use marijuana. Some people don't consider it a drug, and it is legal in CA.
Last time I got arrested, it was for smoking a joint at a protest to support Yemen. Eventually they dropped those charges because like I said marijuana is supposed to be legal here....

It did, but that's a more recent development. The article above is specifically talking about the situation under US occupation.
