In a recent post on the "Colonel Cassad" blog there is a very credible report as to by whom and how this was deliberately engineered (translated by some AI from the original russian page):

A great read. The events after the break-up of the Soviet Union were harrowing for many, many people. I know that things have turned for the better especially economically. Russia has historically proved its resilience and there is social cohesion that I don’t think many people understand, especially the western political elites.
